Governor Asa Hutchinson Announces Intent to Grant Executive Clemency
LITTLE ROCK – Governor Asa Hutchinson today announced his intent to grant 16 pardons. An additional 6 clemency requests were denied and 6 had no action taken upon them. These include requests from both inmates and non-inmates.
The applicants intended for pardons have completed all jail time, fulfilled all parole and probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the notices before final action is taken.
Governor Hutchinson intends to grant pardons to the following people:
Wilson Foreman (Road Oaks, OK): Possession of a Controlled Substance, Methamphetamine (C Felony) (CR-92-347).
This notice is issued based on the date of conviction (1992 – Washington County), the fact that all terms of the applicant’s sentence have been completed and there have been no further Arkansas criminal-law violations. There are no law enforcement objections to the application. 
William Wheeler (Rogers): Delivery of Non-Controlled Substance represented to be Controlled Substance (B Felony) (CR-95-388).
This notice is issued based on the date of conviction (1996 – Pope County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application. 
Delores Baker Ward (Wichita, KS): Theft over $200 (C Felony) (CR 89-140); Theft over $200 (Probation Revocation) (C Felony) (CR 89-140).
This notice is issued based on the dates of convictions (1989 and 1990 – Garland County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application. 
Loretta Walker (Berryville): Possession of Methamphetamine, 2 counts (C Felony) (CR-98-111 ED) and Possession of Methamphetamine (C Felony) (CR-99-7 ED).
This notice is issued based on the date of convictions (2000 – Carroll County), the fact that all terms of the applicant’s sentence have been completed and there have been no further criminal-law violations. There are no law enforcement objections to the application.
Donnie R. Savage, Jr (Pine Bluff): Theft by Receiving (A Misdemeanor) (CR-2012-144-1).

This notice is issued based on the date of conviction (2003 – Lonoke County), the fact that all terms of the applicant’s sentence have been completed and there have been no further felony criminal-law violations. There are no law enforcement objections to the application. 
Deanna Michelle Hallum Pettit (Maumelle): Residential Burglary (B Felony) (CR 2001-4021).
